The Wilmington VA Medical Center (WVAMC) in Wilmington, DE, is part of the VA Healthcare Veterans Integrated Service Network (VISN) 4, which includes nine other VA facilities in Pennsylvania and West Virginia, with Wilmington servicing approximately 27,000 Veterans annually. Inpatient workload is approximately 22,000 bed days for 1,500 patients. Outpatient care exceeds 240,000 visits per year and is provided at the Wilmington facility and five (5) Community-Based Outpatient Clinics (CBOCs).

WVAMC's 120 bed inpatient facility offers internal medicine, surgery, and nursing home beds. The WVAMC is classified as a Clinical Referral Level 2 facility. It is a teaching h! ospital, providing a full range of patient care services with ! state-of-the-art technology. Comprehensive health care is provided through primary care as well as medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics, women's health and extended care. Major specialties include medicine and surgery. Subspecialties include cardiology, dermatology, endocrinology, gastroenterology, infectious disease, nephrology, neurology, orthopedics, otolaryngology, urology, thoracic and vascular surgery. WVAMC is also a certified community Cancer Center.

The WVAMC employs 910 full time equivalent employees with an annual budget exceeding $181 million. Wilmington has 17 buildings and 479,725 square feet of owned space and 59,925 square feet in usable leased space. The medical center also recently activated a mobile clinic to provide primary care and outreach services. A VBA Regional Office is located on the Wilmington campus, offering Veterans the unique opportunity to obtain health care,! benefits services, and readjustment counseling in one location.

WVAMC has three (3) major medical school affiliations (Jefferson Medical College of Thomas Jefferson University in Philadelphia, the University of Medicine and Dentistry of New Jersey, and Temple University) supporting medicine, surgery, dermatology, urology, dental, psychiatry and ophthalmology. There are more than 30 allied affiliations that support programs in optometry, nursing, dental technology, dietetics, social work and pharmacy.

VA structures its SES positions into pay bands. This is a Pay Band 2 position. The salary range for this position is $119,554 -$173,600. Exceptions to the salary cap may be authorized.

Permanent Change of Station (PCS) costs, a recruitment/relocation incentive, and/or Appraised Value Offer (AVO) (formerly Guaranteed Home Buyout Option) may be authorized.

The Health System Administrator (Medical Center Director) is responsible to the VISN 4 Network Director. The position requires the effective and economical direction, control, and operation of the Wilmington VA Medical Center (WVAMC). The responsibilities include, but are not limited to:

Provides full delegated line authority and responsibility for executive level management of the Wilmington VA Medical Center. Overall responsibility for planning, organizing, coordinating, controlling, reviewing, evaluating, and improving medical, administrative, and support operations of the medical facility.
Makes final decisions which have a direct and substantial impact on the healthcare organization and programs. S! uch decisions affect the nature, scope, and quality of patient care programs and activities.
Establishes WVAMC policy and procedure consistent with the VISN 4, Veterans Health Administration (VHA), and VA corporate guidelines.
Determines program goals and objectives and develops short-range and long-range plans for achieving strategic direction consistent with VISN 4, VHA and VA Strategic, Performance and Operating goals.
Develops and maintains cooperative relationships with other Federal government agencies, local and state governments, community organizations and other health care providers in WVAMC's catchment.
Fosters positive relations with the news media, Congressional staff, service organizations, and volunteer groups.

The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills, share a broad perspective of government, and a public service commitment.
